The USA Air Force Flag consists of the coat of arms of the Air Force, which is composed of 13 white stars and the Department of the Air Force seal on a blue background. The 13 stars represent the 13 original colonies, and the three-star grouping at the top portrays the three Departments of the Department of Defense (Army, Navy, and Air Force). The crest includes the North American bald eagle, the cloud formation depicts the creation of a new firmament, and the wreath, composed of six alternate folds of silver and blue, incorporates the colors of the basic shield design.

The U.S. Navy traces its origins to the Continental Navy, which was established during the American Revolutionary War and was effectively disbanded as a separate entity shortly thereafter. After suffering significant loss of goods and personnel at the hands of the Barbary pirates from Algiers, the U.S. Congress passed the Naval Act of 1794 for the construction of six heavy frigates, the first ships of the U.S. Navy.
